The Code Council is the doctrine behind every SPECTRE tool. Twelve specialist hats, each a different security discipline, review the same change from their own angle, argue, and converge on a verdict.
That pattern runs every SPECTRE module internally. Daily missions sweep the relevant hats: Raven for recon, Blackthorn for red-team, Bastion for detection, Dossier for the verdict. Every hat already owns a slice of the AI threat surface.
